Issuers of identity credentials often take for granted the physical security of their documents, but there is much more to be considered, including the secure features of credentials themselves, as well the systems and services that need to be in place for a totally secure environmenty

After the final design of a credential has been selected, the customer on the ground may take great pains to test for logical security, and to be sure that the card, passport or visa document “works.”

But, ironically, by that time, the vast bulk of the risk associated with any document of inherent value -- loss, theft, or counterfeiting – will have long passed.

In fact, when ICAO, which has been at the forefront of document security standards, issued its Guide for Assessing Passport Security Standards, the first question on its checklist of relevant security standards is: who manufactures your blank passport? The very first consideration! And the same should be asked for ID credentials in all situations.
